POSITION: Chief Executive Officer, New Orleans Recreation Development Corporation

COMMISSION FUNCTION: The mission of the New Orleans Recreation Development Commission (NORDC) is to enhance the quality of life and wellness of the residents of the City of New Orleans and visitors by providing equal access to affordable and quality recreational services. The Commission plans, supervises, conducts and coordinates programs for cultural and physical recreation that will be administered by the New Orleans Recreation Development Corporation. NORDC provides a wide range of sports, health, aquatics, day care, and fitness programs for residents and visitors of all ages. NORDC manages senior services, therapeutic recreation, youth camps, teen development and athletic programs in over 144 facilities city-wide. The Commission promotes cooperative planning with public and private entities concerned with recreation.

REQUIREMENTS:

More than five years of supervisory experience in the administration of a parks and recreation department is preferred, and the equivalent experience in the administration of a sports organization will be considered;

POSITION SUMMARY: The CEO of the Corporation will have the responsibility to plan, organize and direct the employees and programs of NORDC; to oversee development, implementation, and administration of NORDC policies, programs and facilities; to manage daily operations; to ensure the effective maintenance and operations of recreation facilities, including all outdoor athletic and recreational centers; to coordinate with and delegate to outside agencies and community groups; to assist in building financial and strategic support for NORDC; and to provide highly effective and comprehensive information and support to the Commission. Sports Services Manager: Newly created Recreation District seeks a qualified Part Time Manager to act as the liaison between the Park District, Stakeholders and User groups of a new 90 acre sports complex in Hammond, LA. Graduate degree and progressive management experience in recreation programming, or an Associate degree and 5 years of experience. Salary range $12.00 to $15.00 per hour. Position open until filled.

POSITION: Superintendent

SALARY: Starting salary will be based on the qualifications of the applicant. Normal work hours, M-F, 8-5pm. Evening and weekend hours are required to attend board meetings and meetings with citizens and community groups. Selected applicant will be on call 24 hours a day, seven days per week in the event of emergencies. 

REQUIREMENTS:  Education: Graduation from an accredited four-year college or university with a Bachelor's degree in Recreation and Park Management / Administration, Leisure Services, or closely related field. Master’s degree preferred; Experience: Ten years progressively responsible experience in municipal recreation and parks administration. Six years experience at the management level, preferably as Superintendent, CEO, or Executive Director.; 
Memberships and Certifications: Professional membership with National Recreation and Parks Association (NRPA) and Louisiana Recreation and Parks Association (LRPA). Certified Parks and Recreation Professional (CPRP) certification is preferred. Valid driver’s license required.

PREFERRED QUALIFICATIONS: Strong leadership skills with experience in leading change, enhancing visibility, and alliance and program development; Must be competent in capital improvements management including legal aspects, contracts, real estate, and development and construction decisions; Must be effective communicator, orally and in writing, and must maintain clear ongoing communication with staff, boards, civic groups, and the public; Must have extensive knowledge of modern administrative practices related to parks and recreation and leisure. Must also have extensive knowledge of philosophy and principles of parks and recreation services; Must have extensive budgeting / financial knowledge and ability to effectively interpret and justify operational and capital budget proposals to the Commission and the public; Demonstrated ability in successfully directing large multiple operating and support units with a broad span of control; Demonstrated ability in developing and sustaining productive and mutually beneficial working relationships with diverse stakeholders, citizen groups, partners, and governing bodies.

DUTIES: The Superintendent has full accountability for fulfilling BREC’s established vision, mission and goals. Also responsible for the development, direction, operation and administration of parks and recreation services throughout East Baton Rouge Parish. Provides direction to multiple departments including: athletics, zoo, planning and engineering, conservation, park operations, finance, golf, human resources, recreation, special facilities and communications. Makes daily decisions related to operations in conjunction with department directors and facility managers. Interacts regularly with staff, business partners, the public, volunteers and with the nine members of the Recreation and Park Commission.

The Superintendent: Establishes and communicates a shared vision that moves the organization to improved service and growth; Recommends and implements commission management policies and procedures involving all operations upon approval and direction from the Commission; Assumes responsibility for allocated monies - i.e. budgeting and administration of budge; Provides effective leadership and direction in the administration of the entire BREC operation including public relations, information services, forecasting and planning (reviewing and updating l0-year master plan annually), directing formulation and updating goals and objectives consistent with the mission; Interprets the philosophy and objectives of public parks and recreation services; Creates a cohesive and well-trained staff that works closely to achieve BREC's mission and goals by providing necessary staff supervision and technical advice; Plans and directs tax election campaigns; Builds alliances and partnerships with other agencies, volunteers and associates to build visibility while achieving mutual goals and objectives.

Youth Athletic Director


General Statement of Duties: The youth athletic director is responsible for youth team sports. The athletic director plans, initiates, and supervises all participation within the sports of baseball, flag football, and soccer.


Specific Statement of Duties (required but not limited to): Recruit, initiate, and supervise all volunteer coaches, officials, and participants associated with youth team sports, Coordinate and develop training programs to educate youth sport volunteers, Coordinate all seasonal game schedules, Develop rules and guidelines that govern youth sports, 
Prepare budget estimates, Prepare and accept vendor bids for athletic equipment and uniforms, Sets appropriate registration fees, Prepare and initiate payroll for umpires, officials, and scorekeepers, Prepare and initiate advertising for youth sports, Serve as tournament director, tournament support, and consultant with any/all tournaments to be hosted, Act as liaison between FNC Park, the City of Oxford, and all parent support groups involved with youth team sports.

Knowledge, Skills, and Abilities: Knowledge of youth sports and athletic programs, Knowledge of community sports and athletic interest, Excellent oral and written communication skills, Advanced computer skills, Basic financial skills, Ability to work effectively and efficiently with children, young people, and adults, Compile and prepare time sheets, work orders, and cost estimates of materials, Make decisions within specific time restraints, Maintain confidentiality

Special Requirements: Graduation from a four year college or university with a minimum of a Bachelor’s degree in Recreation Leadership, Leisure Management, Physical Education, or a related field., A minimum of two (2) years supervisory experience in recreation programming or administration, or equivalent of education and relevant experience is required., Good physical condition, Valid driver’s license,

PROGRAM ADMINISTRATOR

The City of Kingsport, TN Parks & Recreation Department is seeking an energetic and creative individual to assume the position of Program Administrator to assist with planning, implementation and coordination of a broad and diverse range of year-round recreational programs, services and activities for youth and adults. The general focus of the successful candidate may include community recreation, special events, wellness, athletic programming and summer programs. Work also includes general supervision of facilities. 

Minimum Requirements:
• Knowledge of general management principles and practices including financial management, budget preparation, program evaluation and employee supervision; 
• Knowledge of general program development principles and practices for Adult/Youth Recreation programs, services, and activities; 
• Knowledge of general Parks and Recreation operating policies and procedures; 
• Knowledge of the principles and practices of basic facilities maintenance, facility management and scheduling;
• Knowledge of basic volunteer training, recruitment, and supervision principles and practices; 
• Skill in working in an environment subject to limited direct supervision requiring independent decision making; 
• Skill in basic meeting and event planning, organizing, and coordinating a variety of recreation/sports programs, activities, and events; 
• Skill in training and supervising volunteer staff to ensure efficient, effective delivery of services of the specific recreation program; 
• Skill in establishing and maintaining effective working relationships with a variety of community leaders, other city department staff and the general public including advisory committees, non-profit organizations and “friends” groups; 
• Skill in managing program and facility budgets; 
• Skill in performing basic facility maintenance and supervision; 
• Skill in computers and their applications in management/operations.

Minimum Qualifications: Bachelor of Science in Parks and Recreation, Sports Mgmt. or related field and 2 years related work experience. Salary Range: $16.31 hr- $23.16 hr.
